After a botched bank robbery attempt results in a hostage standoff, Captain Horst Cali (Donnie Wahlberg) and his team take the helm of the ensuing negotiations. Things become complicated when it is revealed all the hostage takers are military veterans and one of the hostages is the daughter of a wealthy and connected businessman.

Horst demands a teenage boy's release, cutting the electricity in the bank until he's freed. But Wolf is mysteriously adamant about not giving up the boy, and tensions rise when he threatens to kill a hostage unless he gets power back.

Rebuked for giving Mr. Wolf (John Leguizamo) the upper hand, Captain Horst Cali (Donnie Wahlberg) is replaced by a FBI negotiator and placed on the sidelines. A wealthy businessman, Alan Beck (Tobin Bell), takes matters into his own hands to free his daughter who is being held hostage.

One of the hostages is accidentally shot, forcing Horst to reevaluate his strategy and his trust in Wolf. Wolf makes contact with Alan Beck, while getaway driver Deke formulates an alternate escape plan for Wolf.

Wolf and Horst each get a surprise visit from a loved one. Horst and his team interrogate one of Wolf's former platoon-mates while the hostages decide to take matters into their own hands.

After implementing a wire transfer from the bank, Wolf sets out to enact Deke's extraction plan. Suspicious of Wolf's platoon-mate Leon, Horst continues to probe and makes a dramatic discovery.
