Michael Caffee returns to his hometown to take control of its mob activities. His return falls heavy on his politician brother, Tommy Caffee, when Irish mob boss, Freddie Cork, extorts a deal in exchange of Michael's life.
Michael forces a merchant to sell her store; Tommy worries about a civic project which can adversely affect the Hill, all the while being unaware of Eileen's troubles.
While Tommy is forced to approach Judd, in hopes of settling the conflict between two unions led by Freddie and the Mayor, Eileen must face her demons alone and Michael must try to come to terms with the changes in the Hill.
Tommy suffers political and financial setbacks when his mother's house is raided in search of counterfeit money. As revenge for all the troubles caused, Michael frames Moe Riley, the informer behind the raid, in a murder case.
Michael makes new friends when he is denied a place in Freddie's softball team; Rose loses her job for speaking up against downsizing; Tommy overlooks the new waste management project which takes care of more than just the waste.
While Tommy is facing financial concerns, other troubles brew as Michael helps Declan dispose a dead FBI agents body, Mary Rose gets caught while trying her mother's drugs and Eileen gets arrested for erratic behaviour.
