Furui Fujishirō (Yamanishi Atsushi), the mayor of a city where Teikoku Financial is located, is in the midst of an election campaign. Furui, in order to secure victory in the fierce competition against his rival, requests a loan of 50 million yen. He claims that if he wins the election, he can easily repay the loan using his vested interests. However, Kuwata and Haihara, judging that his chances of winning are slim, set their sights on Nekota (Ryotaro Sakaguchi) and Kabuto (Genki Nakamura), city hall employees who were promoted with Furui's help. Manipulating Furui, they make Nekota and Kabuto endorse promissory notes, making them liable for repayment in case of non-repayment by the Furui. Haihara and Kuwata succeed in their scheme. Ultimately, Furui loses the election and is unable to repay the loan, leading the two to confront Nekota and Kabuto. However, in the midst of their collection efforts, Kuwata is called back to the company, leaving Haihara to face the debtor alone for the first time...
