Following a botched jewelry store heist, sociopath Gunter Vogler awakens in a hospital, surrounded by cops, his head wrapped in bandages. When the bandages come off, Gunter's new face is revealed and police force him to work undercover to take down the city's crime lords.
After a rash of “John Does” commit suicide throughout the city, Gunter and his overly emotional partner investigate. The mystery intensifies when random witnesses all see the same wraithlike figure fleeing the scenes…the angel of death. Gunter suspects he knows who this “angel” really is, but can’t figure out the connection between the victims. The answer will make him the next target.
When teens go violently insane throughout the city, Police Commissioner Eva Braden links the behavior to synthetic drugs peddled by criminal mastermind Tannhauser. Gunter learns the drugs were altered by an Asian scientist flown in by Tannhauser. The narcotics are now designed to make anyone who takes them go crazy. Before he can put a stop to it, the drug gets administered to Gunter…taking his already psychotic tendencies to dangerous new heights.
Gunter’s reinvention as an effective crime fighter pressures mob kingpin Racken to put him on payroll. The gangster makes Gunter a tantalizing offer: A million dollars to kill archrival Tannhauser, but as proof of loyalty…Gunter must first eliminate Commissioner Braden. Since Braden is in love with Gunter, this provides an opportunity to get alone with her. After the intended hit is complete, Gunter plans to rejoin his lost love, Martine, and flee the country with her. A treacherous situation becomes all the more volatile when Hagerman learns of the plot.
With the entire city weakened by the conflict between Tannhauser and Racken, an enigmatic third gang arrives, devastating Tannhauser’s and Racken’s underworld gangs. Despite cryptic messages from these raiders, neither law enforcement nor criminals can figure out who they are. Gunter makes the discovery that it’s a group of monks, devout vigilantes on a mission to cleanse the entire world of evil. They plan to sacrifice Gunter on live TV unless he repents…which he refuses to do despite promises of excruciating tortures.
A dangerous game of cat and mouse ensues when Martine checks into the hospital to bear her child…whose father could be either Tannhauser, Racken or Gunter. His new identity now revealed to Martine, Gunter promises to protect the woman he loves from the trap she’s gotten herself into. With an unexpected finale, one of the prospective new fathers won’t be making it out of the maternity ward alive.
