The serial bombings in Hong Kong caused panic in the city. Former EODB officer, Poon Shing Fung (starring Andy Lau), was found in a coma in an attack. After being grilled by the Police for his connections with the terrorist organization, "Vendetta", he escaped to find out the truth from his old comrade, EODB officer, Tung Cheuk Man (starring Sean Lau). Torn between the blurred line of good and evil, Tung decided to help Poon since they had been together in life-and-death. Meanwhile, Poon's ex-girlfriend Pong Ling (starring Ni Ni), Chief Inspector of CTRU, talked Poon into infiltrating into "Vendetta", thus finding out the secret organization's next terrorist plot. This was the only way that his innocence could be proved. The clock was ticking, Poon could lose his life anytime in this dangerous mission.
