Set in the wastelands of a bleak, post-apocalypse America, an opportunistic loner stumbles upon the discarded uniform and letter bag of a postman and assumes his identity. When he reaches a settlement, he pretends that he is the representative of a reassembled US government. His message brings the people hope, but provokes unwanted interest from a cruel dictator whose army is the most powerful force in the region.
