Just as Ray Donovan's life begins to return to normal, the head of the Los Angeles FBI, Ed Cochran, learns that Ray and Mickey were part of the killing of Sully Sullivan and demands that Ray bring Mickey back from Mexico.

Ray forces Mickey to return to LA and brings him to Ed Cochran. Desperate to control Mickey, Ray corrupts a parole officer and has him take over Mickey's case.
