Unable to trust anyone in New Orleans, the NCIS team calls in FBI Assistant Director Isler (Derek Webster) to help expose and stop the sinister scheme Mayor Hamilton (Steven Weber) has planned for the residents of Clearwater, on the third season finale.

In the season finale, a violent battle for control erupts on the submarine, which leaves the Colorado vulnerable to capture by a third party – one with an exploitative plan. The question becomes: can Marcus and Sam take control of the sub before it’s too late?

But their investigation becomes more complicated when his opponent goes missing. The evidence at the scene proves to be "black cocaine" originally confiscated in a raid by the police department months before, and Mac's suspicions of an internal leak causes friction within the department.
