In the mid-1960s, Police Constable Nick Rowan leaves London to move north, full of hope and high expectation. But both he and his doctor wife, Kate, face hostility from the locals on their new patch. Kate confronts male bigotry from the village doctor, and Nick has to deal with fighting mods and rockers and a mysterious prowler terrorizing a local woman.
Mysterious incidents plague Kirby Moor: a car hits a sheep to dodge a drunk, Mr. Holroyd vanishes on a fishing trip, and a bus conductor faces harassment. Meanwhile, Sgt. Blaketon keeps Rowan, Bellamy, and Ventress busy for an impending station inspection.
The record department in Charlie Denby's shop in Aidensfield is a magnet for the local teenage lads, but when Denby becomes subject to a malicious campaign from a number of the villagers, Nick Rowan is sent to investigate. Meanwhile, Greengrass is up to more mischief when he sees an advertisement in the local shop window requesting a gardener to help out two elderly women living on their own.
PC Nick Rowan is sent on a mission to solve two mysterious barn fires, where he finds that both incidents are linked by the sound of a motorcycle. He is left with only one other clue: a necklace discovered at the scene of the second fire. Dr. Ferrenby is angry when he discovers that Kate has invited an unmarried woman to a family planning clinic.
PC Rowan mediates a feud between Dick Radcliffe and Matthew Chapman over access to Radcliffe's farm. Chapman, barring passage, escalates by firing at kids en route to Radcliffe's. Retaliatory pranks fuel tensions, with Chapman blaming Radcliffe.
Police puzzled by burglaries where thief steals silverware but tidies homes. PC Rowan suspects Miss Stirling, confirmed when her auction purchase appears complete elsewhere. Dr. Ferrenby offers Kate a job, but doubts linger. Greengrass handles wedding transport, "borrowing" a lorry.
