Noriko completes her grueling ninja training with A.J. and returns to the City. Meanwhile, Ms. Brooks and her corporate cronies violently dissuade some Wall Street protesters. In a new disguise, Noriko goes after a wanted international war criminal.

After Shinobi Girl brings a fugitive dictator to justice, Detective D'Amato becomes suspicious of Ms. Brooks' refusal to cooperate in the murder investigation of her husband. When Raven learns the true identity of Shinobi Girl, she resigns from the corporation and faces an obstacle course of Brooks' thugs. Finally, Raven meets A.J. at Noriko's hide-out. They fight on a rooftop but they are not alone. Noriko arrives too late and faces a tragic situation.
