Chip Baskets returns home to California, after flunking out of clown college in France. Chip continues to pursue his dream of becoming a professional clown, with help from his friend and assistant, Martha.

Chip Baskets finds out that a strong command of French is needed to excel in French Clown School, so he decides to return to his home in California. Back home, he lands a new, poorly paying job as a rodeo clown, but finds it does not feed his soul.
