Toby is deceived by the master into joining a robot circus in America. Dr. Elephant, who is scheduled to be appointed as Minister of Science to replace the absent Dr. Boynton, sees Toby fail in his job as a stagehand. Toby performs an electrode swing to substitute for a broken star robot and stops robot animals from going out of control. Cathy, a member of the circus, tricks the master into letting Toby go. Dr. Elephant brings Toby back to Japan with him and names him Astro Boy.
Astro has returned to Japan with Dr. Elephant, the newly-appointed Minister of Science. The Declaration of the Rights of Robots is proclaimed. Astro attends elementary school and becomes the first robot student. When his classmate Alvin is not elected as the class president by the one vote Astro casts, he becomes hostile to Astro. He sneaks into an amusement park that his father is building with his followers. An unfinished rocket coaster goes out of control! It will explode in several minutes. Astro hurries over to rescue them.
In their second encounter, Astro stops Atlas' scheme to enslave humanity by a series of technological thefts.
A swan flies into Astro's home and turns into Princess Odette. But Devil King, who has chased after her, takes her back. Dr. Elephant and Astro visit an island called Robot Land, made by Dr. Hyde who is Dr. Elephant's former colleague at the Ministry of Science. Dr. Elephant resents the robot abuse that occurs there. The next day Astro sneaks onto the island but is caught. His classmates reveal that Dr. Hyde is secretly producing weapons and the robots revolt. Astro defeats Devil King.
Frankenstein, an uncompleted robot for space exploration, goes out of control after being struck by lightning in the Precision Machinery Division at the Ministry of Science.
