THE UNLIMITED Hyobu Kyosuke

The leader of the criminal esper group P.A.N.D.R.A. is jailed in the prison for espers, Deadlock. There, he meets a man with curiously colored eyes who catches his interest.

As Andy establishes himself within P.A.N.D.R.A., his first test is whether or not he will assassinate a traitorous mafia leader at Hyoubu's discretion.

At Yugiri's request, P.A.N.D.R.A. kidnaps Princess Sophie, a known supporter of esper equality. Agents of B.A.B.E.L. are on scene, ready to join the search for her location.

Hyoubu orders the Catastrophe to Japan where they are met with a warm welcome from old friends, B.A.B.E.L.'s Minamoto and 'The Children'.

Those closest to Hyoubu explore and shop around Tokyo. Andy treats Yugiri to a special treat, but is approached by B.A.B.E.L. with information on the Major's past.

The secret of the Catastrophe is revealed, but a new mission is still underway. Andy struggles with the two sides of both Hyoubu, and himself.
